Congressman Fields Expresses Concerns Following Trump Administration's Pause on Federal Financial Assistance
Baton Rouge, LA – Today, Congressman Fields expressed strong opposition to the Trump Administration’s decision to pause federal financial assistance, calling the move an unconstitutional overreach that undermines Congress’s authority over federal spending and jeopardizes the livelihood of American families.
Congressman Fields believes that the administration’s actions violate the Impoundment Control Act of 1974, a law that restricts the President’s ability to withhold funds approved by Congress. The Act also requires that the President seek Congressional approval to freeze appropriated funds. He stated “This clearly violates the constitution. If Congress appropriates funds, it is Congress that has the authority to rescind or reallocate them. This decision not only disregards the law, but it also threatens the well-being of countless Americans who rely on these programs.”
The directive, issued through the Office of Management and Budget, halts grants, loans, and other assistance for vital programs, including food assistance, student aid, and nonprofit funding. While Medicaid and Social Security benefits are excluded, programs such as Pell Grants, SNAP, and WIC face potential disruption. Additionally, federally funded projects under the Inflation Reduction Act and Bipartisan Infrastructure Bill are at risk.
