FY27 Appropriations

The deadline to submit an appropriations request was Friday, March 6th.

Please Note: Our office is currently awaiting official guidance from the House Appropriations Committee regarding FY27 appropriation requests. Please see below previous-year requirements.

As the Representative of Louisiana’s 6th Congressional District, I work to ensure that our federal government invests in the policies and programs that help our communities, our state, and our nation move forward.

There are three types of appropriations requests that can be submitted to my office – Programmatic Requests, Language Requests, and Community Project Requests.

Program Funding or Language Requests

Program funding or language requests ask the Congressman to support either (a) specific funding levels for or (b) specific activities by certain agency or department programs (e.g., Pell Grants, Head Start, DoD Breast Cancer Research, Afterschool Programs).

The two types of program requests are:

  • Program funding requests: Ask for a certain amount of funding for a particular program. The request can be for a specific funding level, to support the President’s Budget Request, to support the FY25 enacted funding level, to generally support robust funding, or to zero out funding.
  • Language requests: Suggest Congressional intent that an agency focus on a certain policy or take a certain action related to a specific program. Language requests can be for “bill” language that have the force of law and direct an agency to take a specific action or “report” language that recommends an agency prioritize certain policies or actions.

Examples of Program Funding Requests

  • Increased funding for the 21st Century Learning Centers Program.
  • Include $25 million for the Predominantly Black Institutions Grants.
  • Sign the group letter by a certain Representative for full funding for Head Start.

Examples of Language Requests

  • Sign the group letter that would include report language in support of trauma funding for homeless families.
  • Include bill language for $150 million for the Reemployment Opportunities Program.

Community Project Funding

Community Project Funding requests ask Congressman Fields to select a specific non-profit or government organization within Louisiana's 6th Congressional District to receive Congressionally directed funding under a specific federal grant for activities that would positively benefit the community.

Important: An organization receiving Community Project Funding must follow all requirements of any federal grant under which it receives funds, and it cannot be a for-profit organization. Community Project Funding requests are for one year of funding and likely will not be received until mid-2027.

Please see below for our FY27 Community Project Funding Requests: 

Listed below is a summary of the 20 projects Congressman Fields submitted to the House Appropriations Committee for FY 2027, along with each project's recipient and requested amount. The projects are listed in alphabetical order:

  1. The City of Baker requested $2,700,000 to revitalize a publicly owned ballpark facility.
  2. The City of Baton Rouge requested $1,500,000 for the repair and reopening of a critical bridge in Lower Zachary between Plank Road and Highway 19.
  3. The City of Baton Rouge requested $5,000,000 to construct a Family Youth Service Center to confront Youth Homelessness, chronic truancy, mental health challenges, foster care instability, and gaps in social support services.
  4. The City of Baton Rouge requested $950,000 to conduct a light rail feasibility and Corridor planning study to evaluate the feasibility of a light rail system in Baton Rouge.
  5. Baton Rouge Metro Airport (BTR) requested $5,000,000 to rehabilitate and widen taxiway Foxtrot to meet current FAA design standards.
  6. Build Baton Rouge requested $20,000,000 to construct a community centered, mixed-use development to support small businesses, job creation, and hold an early childcare center to expand access to affordable care.
  7. Lafayette Consolidated Government requested $5,000,000 to enhance roadway safety and improve pedestrian connectivity along a major section of the Louisiana Avenue corridor.
  8. The Louisiana Department of Transportation and Development requested $10,000,000 to create system linkage in West Baton Rouge parish within the greater Baton Rouge region connecting LA-1 and LA 415.
  9. Louisiana State University at Alexandria requested $3,200,000 to expand their workforce training program to create more pathways into high-demand healthcare programs.
  10. Louisiana State University Shreveport requested $5,000,000 for strengthening computational infrastructure for biomedical research, enabling more reliable data, modeling, and analytics.
  11. The City of Mansfield requested $1,500,000 to overlay streets, replace and repair sidewalks, and improve drainage infrastructure.
  12. The city of Mansfield requested $3,750,000 for the design and construction of wastewater collection system improvements.
  13. The city of Melville requested $20,000,000 to establish an inspiration and recreation center to provide a safe, welcoming space for residents of all ages to gather, learn, and thrive.
  14. The city of Melville requested 5,000,000 to improve the condition of deteriorating roadways.
  15. The city of Opelousas requested $4,000,000 to repair the major “Bernice Street” bridge within the city.
  16. Southern University Baton Rouge requested $6,000,000 to establish a major egress point at the Baton Rouge campus to facilitate a safe and efficient evacuation route.
  17. Southern University Shreveport requested $1,000,000 for the construction of a Workforce Solutions Center.
  18. St. Landry Parish requested $3,000,000 to restore Stormwater drainage and Water quality improvement infrastructure.
  19. St. Landry Parish requested $5,000,000 to support the construction of the first phase of Indian Hills Sports Park project.
  20. The city of St. George requested $5,100,000 to improve the drainage of Bayou Manchac to keep it undeveloped and dedicated to long-term flood protection and environmental preservation.

In compliance with House Rules and Committee requirements, Congressman Fields has certified that he, his spouse, and his immediate family have no financial interest in any of the projects he has requested.
